Vision for English Learners

The New Haven Unified School District is committed to developing an equitable educational system that values the cultural and linguistic backgrounds of their English Language Learners. Through the use of strategic instructional and educational support services, all stakeholders will be responsive to the needs of English Language Learners to ensure that they are college and career ready.

 

English Learner Rights

Civil Rights Act of 1964

No person in the United States shall, on the grounds of race, color, or national origin...be denied the benefits or be subjected to discrimination under any program or activity.

Lau v. Nichols, 1974

Lau establishes district’s obligation to provide ELLs with meaningful access to educational programs.

Castaneda v. Pickard, 1981

Districts shall not “track” students causing segregation.

Prop 58, Education for a Global Economy Initiative

In November 2016, California voters approved Proposition 58, also known as the California Education for a Global Economy Initiative (CA Ed.G.E.).  The purpose of the CA Ed.G.E. Initiative is to ensure that all children in California public schools receive the highest quality education, master the English language, access high quality, innovative, and research-based language programs that prepare them to fully participate in a global economy.

Beginning July 1, 2017, the CA Ed.G.E. Initiative authorizes school districts and county offices of education to establish language acquisition programs for both native and non-native English speakers, and requires school districts and county offices of education to solicit parent and community input in developing language acquisition programs.
